The harp is the national instrument, but the bagpipes are absolutely "associated with" Ireland (even if they are originally a Scottish instrument). The question as written is way too vague. Just change it to "What's the national instrument of Ireland?"
I have never associated Ireland with bagpipes. However, the harp is Ireland's national (or heraldic) symbol dating back to the 13th century, so to those who have never been to the Emerald Isle (which is probably the majority), that association would make more sense. The question is fine as is.
Last night I stumbled home carrying an Irish flag, and since Liverpool is often considered to be honorarily Irish, I unsurprisingly nailed it today haha
