I thought the phrase was sarcastic. For what I've read, to a visitor North Korea is so different from every other nation that it seems very surreal.

There's a whole British TV show called 'Made in Chelsea'. I think Chelsea is a bit like the Beverley HIlls of London.

Your comment sent me down a rabbit hole on Chelsea. Other than being the home if Chelsea FC and Sloane Rangers, I hadn't given it much thought. Yes, the physic garden is there, I'd never heard of it, I'll check it out next time I'm in town. Of course it's where the Chelsea pensioners live, and the famous King's Road is in Chelsea. Chelsea is also one of the places where the most Americans live outside the US.
