No it is completely random. The red/blue colouring was not used in the US until the year 2000 when several TV stations coloured the electoral map that way on election night. Previously there had been no consistency, with Democrats coloured red on some channels and republicans on others. The terms red state and blue state were born that year and the colours stuck.
