All Second-Level Subdivisions of the World With a Map

I've derived a lower limit of 6843 (3143 U.S. counties + 3700 1st level subdivisions outside of the U.S.)

and an upper limit of 392000 (80 2nd level subdivisions in Lesotho x 4905 Lesothos that could fit in the world’s land area).

Hopefully an exception can be made for this quiz as it will only require at most 400000 answers, not far off from the 10000 limit!
