The Northern Territory actually voted against Statehood in 1998, has a small population, and NT relies on Federal Government funding which would be reduced if they became Australia's 7th state

U.S, states actually matter more than regions in most other countries.

According to the Constitution, the states are actually quasi-independent nations. But even though that idea has been quashed, the states still have a lot more independent power than subdivisions in other countries.

For example, France changed its regions in 2016, creating monstrosities like "Provence-Alpes-Côte d'Azur". As far as I can tell, this didn't cause any major disruption or upset.

Obviously the four "countries" of the United Kingdom carry a lot of weight, but if we look at the ceremonial counties of England, they are largely vestigial.

U.S. states matter because the federal government hasn't completely absorbed all power (yet) like it has in most other countries.

Yeah, because the US is a federal country, like Germany or Austria. Regions/provinces and the likes in unitary countries simply have less power in comparison. The new French regions were indeed controversial and took a long time to take their current form. There is a long wikipedia article (in french) about this topic.
