How to get smaller scale maps?

I am once again completely ignorant on how this website works. How do people get those maps of individual states or counties? Are they making their own maps or is there a set of JetPunk maps that they use that I can't find? I made a map for a specific county but I don't know how to set it as the SVG background. Can anyone help?

A lot of them are either made on their own, or sometimes you can find an svg available for use on Wikipedia

If you find a reliable map that isn’t an SVG, you can always trace it in Inkscape by setting your path opacity to 25%.
