How to Get Unbanned

One of my friends, user AwesomeE, recently got banned. He was unaware of the rules for the message board and tried to plug his own quiz, which was a mistake. He deeply regrets his actions and is now fully aware of the consequences. Is this ban permanent? Is there a way for him to get unbanned?
