How to place dots on a custom SVG?

I am making a quiz called "100 Biggest Cities in Romania on a Map" and I just managed to make my SVG of Romania. However, when I went to the place dots tool, I saw that there was no option to upload a custom SVG to the tool. Can someone tell me how to place dots on a custom map, please?
