Impossible to nominate this quiz?

Why does this quiz can't be nominated?

I did use a lot of CSS lines to insert the flag pictures but this shouldn't count as characters, just like it does for other quiz formats.

So what's the reason?

I'll change the code to ignore characters inside a style tag. Give me a few days.

Looks like it is because you have put the CSS in the caveat and not the instructions field.
