Russian alphabet quiz issue

I was wandering if the letter "ё" can be added as an extra alternative for "е" in Russian quizzes

There is a formal typography rule actually: you can write е instead of ё only if word is obvious and you can’t mix it, for example елка instead of ёлка, but always “всё”, since “все” is another word and you can confuse people.

Also is it possible to categorize that all alphabets follow order. For instance here https://www.jetpunk.com/series/286621 - Russian alphabet related quizzes are not in alphabetical order.
