To get a chance to spotlight the quiz, I need to be level 50, right? But in English language or general level?

I think there's no time limit, but you won't get another spotlight award unless you've used your current one (if you have one).

Don't hold your breath for a chance to spotlight though, I'm level 81, and as far as I can remember I have only ever had two spotlights to give out.
