I am not sure I agree. All the other ones could be the embarrassing etc. That is the way I most often (actaully almost always) come across it.
More often it is the entire family are bullies/lowlifes/disrepectful/unintelligent etc and there is one that does have respect for others and is caring, has morals and is interested in more than beer sex and gossip. That one is usually the black sheep. The one that rather read than going to a cage fight. That is more likely to take in a wounded animal than to hurt one for fun.
You can certainly use it with irony, as in your strangely-specific example, but its explicit meaning in common usage is strictly negative, and it certainly isn't "more often" used that way.
