Yes it is. There were discussions some years ago about removing city status because of its size but that didn't happen. It remains Ireland's smallest city and retains its 17th century charter.
When my son did a study abroad summer in Ireland it was easy for me to remember the places he went because they were Dingle, Donegal, Dublin,and Derry. Until this quiz I thought all of those were cities. Turns out Dingle is too small, I guess, and Donegal is a county.
City status in the UK and Ireland are not dependent on the size of the place, often it is for historic reasons (have a look at St David's in Wales or Wells in England for cities that are absolutely tiny!).
It says in the source you gave that it doesn’t have city status anymore but may call itself city. However in the quiz description you explicitly wrote official city status, which it definitely does not have within Irish law.
Bangor is a city now, but if you ask most people from here they will tell you it is a small town on the outskirts of Belfast. Most people laughed when it got city status.
