Many of the medals are from East Germany which are now counted in for Germany as a whole. I assume that East Germany never applied for hosting Winter Olympics, because they don't have high mountains for the alpine competitions.
Few years ago, Munich wanted to apply, but citizens voted against it, because of the expected costs and raise of real estate prices and rent (which are among the highest in Germany already).
I’ve never watched an Olympics, but how were the bulk of German winter medals from East Germany if they don’t have mountains as nice as West Germany and were far poorer too?

Doping, yes, but also East Germany does have mountains, the Thuringian Forest and Ore mountains do have a winter sports tradition. The country just wasn't interested in hosting the games, it seems.
only canada is out of place for total olympics held, this is because they originally placed it in the quiz with one winter. must have forgot vancouver.
