Scotland is a country and doesn't require " " around the word country. If you're in doubt you can always use nation instead of country.

Funny enough... We used to get this comment ALL the time before the 2014 referendum when Scottish voters were asked "Should Scotland be an independent country?" and then voted against it.

I can see it's creeping back up again as people sort of forget.
