Probably they mean don't be that person and be all like "well on this one day, this city got a dusting of snow, and it melted as soon as it touched the ground." So like somewhere there was half an inch of snow in a storm.
A few might have but the sources for these appear to be very scant/unreliable. Apparently Thailand's Khun Tan Range received snow in 1955 and DR may have had snow in 2005.

Mauritania was the one that made me raise an eyebrow. Very low precipitation, no mountains to speak of, night time lows rarely drop below 10C, lowest daytime temp on record is 19C, so very surprised to hear it snows ever let alone significantly.
A quick Google search later and I can't find any record of it ever having snowed there. Are you sure it has snowed here QM?
