Not really, the USSR ceased to exist, so it would be wrong to say "Russia" to the USSR. West Germany (which Munich is in), never ceased to exist, "West Germany" was just the none official title of the Federal Republic of Germany, a country, that today, under the same name and constitution, is known most commonly as "Germany".
As a Brit I was reasonably happy not getting all the Winter Olympics, just having typed the major winter countries that I know of. Then I realised as a Brit that the answer to 1984 was staring me in the face! Of Course! 1984! Sarajevo! Torville and Dean! Bolero!!!!
The leap of two years and then resuming four-year gaps is not a mistake. For whatever reason, that was what they did and to this day the Winter and Summer Olympics are staggered two years apart
They did it partially to spread out the Olympics so that TV contracts would be worth a bit more and because a lot of countries had issues organizing two Olympic teams in the same year. Some Winter Olympic organizers also felt that their games were being overshadowed by the Summer games, so moving the Winter games to the not-divisible-by-four even years allowed the Winter games to become more prominent.
Bosnia did not host the Sarajevo games and Russia did not host the Moscow games so neither should be accepted. Successor countries are not the same as the host countries.
By the way, the Kingdom of Great Britain is not the same as the UK. UK is short for United Kingdom of Great Britain and Northern Ireland, the Kingdom of Great Britain only referred to the Union of the Crowns of Scotland and England (which included Wales, and therefore the entire island of Great Britain). UK only came into being in 1801, the Kingdom of Great Brtain preceded it. They are not the same thing now, nor will they ever be in future and never were in the past.
Remembering 1984 in Sarajevo...so sad for what was about to befall that area. People just gotta kill each other. (not that other locations didn't have similar events, that one just sticks with me for some reason)

I almost wish they still did that, but I understand the Olympic committee probably makes more money by alternating the years and it also allows the diehards that go to the Olympics to save up enough money for the next bout of events..(which are probably just wealthy people anyways, so maybe not)
I think the reason that it was changed was that the Summer Olympics tended to overshadow the same year's Winter Olympics. By separating them, the Winter Olympics got more interest.
Funnily enough, the pandemic has reverted the Olympics to this system, albeit for a brief period of time. It will certainly be somewhat weird having a Winter Olympics just 6 months after the Tokyo Olympics end.
West Germany and Germany are the same country; East Germany no longer exists. But USSR and Russia are not the same country, as Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Tajikistan and Turkmenistan (for example) all still exist.

Besides the Scandinavian peninsula, Scandinavia is also a region. The REGION of Scandinavia encompasses not only Norway and Sweden, but also Finland, Denmark, and the Baltic states.
I think I like the Winter Olympics better than the Summer Olympics. They're more manageable. Summer Olympics have a weird pacing where at times, there are several important finals all happening at once, and then there are nights where you're stuck watching skeet shooting.
