Just because it is the same country doesn't mean one should answer the other. They are both capital cities and they are both in the top 5 highest in the world.

They are two distinct city with two different altitudes, it would be weird to just leave one out. The question asks for capital cities, not the country. So if they individually make it on the list they should be there.
