I suspect that the Wikipedia page on which this is based is rather incomplete. For example, http://www.migrationpolicy.org/article/immigration-luxembourg-new-challenges-old-country says that there are 22,900 French nationals living in Luxembourg. And http://www.thelocal.fr/20140210/switzerland-immigration-vote-bad-news-for-france says there are 140,000 French nationals living in Switzerland.

Also, Wikipedia says: "French Jews in Israel are immigrants and descendants of the immigrants of the French Jewish communities, who now reside within the state of Israel. They number over 200,000 as of 2012."
