Name the 10 best U.S. states for Hispanic business owners, as represented by the percentage of Hispanic-owned businesses, as compared to the overall percentage of the population that identifies as Hispanic or Latino.
e.g., A state where 20% of the population is Hispanic, but only 10% of the business are Hispanic-owned would have a score of 0.50, while a state where 2% of the population is Hispanic and 2% of the businesses are Hispanic-owned would have a score of 1.0.
The District of Columbia is not included in these rankings, but if it were, it would rank 3rd (10.1% of the population is Hispanic/Latino; 6.1% of businesses are Hispanic-owned).
