Burlington doesn't border another state! It's on Lake Champlain, which is about 3 miles across, and NY is on the other side of that lake, but I don't think that makes Burlington a border town.

Hobbs, Hollis, and Evanston look to be a few miles from the border. Maybe the wiggle room should be specified in the instructions.
