The answer is 3. Each of the numbers represents the number of countries starting with each letter in the set (for example, there are 17 countries starting with "B" and 17 countries starting with "C", so BC = 17). There are 3 countries starting with each of the letters "F", "H", "J" and "R", so FHJR = 3.
