If B = I, and R = V, then you combine the two substitutions and get BR = IV. Is that correct?

I’m thinking US state capitals...

Boise is the capital of Idaho

Richmond is the capital of Virginia

Baton Rouge is the capital of Louisiana

I missed the rhubarb clue. Tried to think of things that could be represented by BR. Brother, Bromine, then stumbled on Baton Rouge
