Peshawar is the main administrative city in the Federally Administered Tribal Areas (FATA) of Pakistan. It is not a province and neither is FATA. So the Khyber pass is not located next to a province of Pakistan at all.

Updated to have the province Khyber Pakhtunkhwa as the answer. FATA also works.
