Brunei has a sultan. Why is it not accepted?

The instructions say that "For titles used for multiple countries, go for the more recent/prominent usage".

For sultan I'm accepting two answers: the Ottoman Empire and Oman. One being the most powerful sultans historically, and the other the sultans governing the biggest country nowadays.
