That is the flag of Wake Island, not the Minor Outlying Islands. Three islands(Wake, Johnston Atoll, Midway Atoll) have unofficial flags, and the rest do not. Therefore, to represent the minor outlying islands, the us flag is required, or you need to represent individually the three with flags.
