Toby Fox made Undertale and Muffet appears in any route not just true pacifist, and if you want a true pacifist mini boss, try the amalgamates

Ah Undertale… now that is a great game. Took me forever to learn that Scott Cawthorn didnt make it, and neither did Scott Cawthon.
