Why is Hitler number one on here when Mao killed more people than both him and Stalin combined? Just because Mao didn't go around killing people in other countries doesn't change the fact that he's the only human to have quite possibly killed more than even Genghis Khan. And how do we quantify race based killings as being more evil than those comitted through intolerance towards opposition if the latter involves MANY more murders?

Shouldn't a way of measuring the severity of one's dictatorship be how many were killed by that individual?
