City Proper means the figures for London are 7,400 in 2001 and 10,938 in 2010. Greater London does not hold City Status.

True... but everyone thinks of Greater London as a city, even though it's technically not. It also pretty much functions as a city, has a mayor, etc. Arlington, Virginia has the same thing going on where it's technically a county but for all intents and purposes it's a city. So what I'll do is keep the quiz the same but add a note that Greater London is an exception.
