Surely Bilbao is a longer ferry journey away than Santander? Santander may be further as the crow flies, but the ferry journey looks quicker as you have to go round Brittany.

The ferry from Bilbao goes to Portsmouth rather than Plymouth, however I have changed that particular answer anyway to clear up any confusion
