World's Biggest "Baltimores" with Exceptions

In mapping, the Baltimore Effect/Phenomenon is when a city of a size that would otherwise be included on a map is omitted due to proximity to a larger or more important city. The eponymous example of this is Baltimore, USA, which has a population of over 500k people but is often excluded from maps due to being less than 36 miles/57 kilometers from Washington, a larger city and the national capital.
