World's Biggest "Baltimores"

In mapping, the Baltimore Effect/Phenomenon is when a city of a size that would otherwise be included on a map is omitted due to proximity to a larger or more important city. The eponymous example of this is Baltimore, USA, which has a population of over 500k people but is often excluded from maps due to being less than 36 miles/57 kilometers from Washington, a larger city and the national capital. Can you name the largest cities which are within 36 miles/58 kilometers of a larger city?
There will also be a version of this quiz excluding China
Type the smaller city (the "Baltimore") not the larger one (the "Washington")
By city proper population (which is hard to define in some cases)
