North Carolina Counties By Population With Hints

The evil South Carolina has built a laser beam to conquer North Carolina. You, with your skills, have been selected to enable the defense shield. To do this, you must name all 100 counties. You want to protect as many people as possible, so your strategy is to name them in order of population. Your troops have managed to cut some of the laser's power cables, buying you fourteen minutes before it unleashes its deadly rays. Just as you grab your paper with the list of county names, you knock over a mug of coffee on it, ruining the right side of the paper. All you're left with is the first letter of each county. Can you still save your state?
