Hi. For "H" I would suggest accepting Le Havre, since "Le" is just the article, much like "The" in the Dutch city of The Hague.

Yeah, I debated on that one. I think either way, there's going to be unhappy people, so I'm going to go by how citypopulation.de sorts it, which is as an "L". I did add a caveat though to clarify.
