I'm interested to know your source for this. They all make sense apart from Annecy which is quite a small place – population of about 120,000 with nothing in the way of conventional suburbs. On the other hand, Lille is missing – depends how you calculate these things, but its conurbation is certainly one of the largest in France.

Yes, annecy only has 125 000 inhabitants counting just annecy itself. Even if you were to count its urban air you would only get to about 200 000 and it wouldn't make sense since all other cities are just the cities by themselves.
