Hyper-puzzle 6: unique letters

The boxes all contain scrambled names of cities.
1. Solve the anagram above those, which is also the name of a city.
2. Establish which country that top city is in.
3. Think of a country which borders that, where one of the following is true:
- This bordering country has a unique first letter (no other country starts with it)
- or it has a unique last letter
- or its capital city has a unique first letter
- or its capital city has a unique last letter
4. Click on a scrambled city in a box whose actual name starts with that letter.
Beware of traps and use a little logic; there is only one correct way to solve the puzzle, with possible dead ends.
