Source? Etobicoke isn't a city, it's a neighbourhood in Toronto. And Regina, St John's and Victoria are all in the top 20.

Victoria St johns and Regina aren't in the top ten anymore, it changed in last years census.

North York, Etobicoke, and Scarborough have been part of Toronto for over 20 years. Okanagan is a large region of British Columbia, not any type of municipality.
