Wasn't expected the territories to be first. I guess the fact that it's per capita is adding to it, although, where is their GDP coming from? Based on stereotypes, I imagine the territories are relatively poor places with a lot of the economy being non-monetary, like fishing and hunting. Maybe there are military operations in the arctic that are adding to the GDP.

Mining etc pays extremely well. But the cost of living eats up most of it.
