I'm afraid I don't understand the final part of the quiz either?

I tried 'CHINA' from the revealed answer and 'PERU' from the cryptic question.

Can you give an example of how to answer this?

I understand how to work out the decoded phrase...it's just the Final Answer I don't understand. What are we meant to decode to find this?
