I think Monte Carlo is a neighborhood within the city of Monaco, not a separate city.

Okay, if you believe that Monte Carlo is a separate city from the capital city Monaco, which direction is the city called "Monaco" from Monte Carlo, and what is the population of the capital city?

The constitution of Monaco is at:

http://en.gouv.mc/Government-Institutions/Institutions/Constitution-of-the-Principality#eztoc1036069_10

"Art. 78. The territory of the Principality forms a single commune.

Art. 79. (amended by Law n°1.249 of April 2nd 2002) - The Commune is administered by a municipality composed of the mayor and deputies designated by the Communal Council from amongst its members."

Nice mix of tough and easy! Maybe would be worth treating Monaco the same way as Vatican City?
