Add west germany to the answer with Germany? Although today we know, it was impossible to predict that the BRD would be the german unifiers then, and it could not represent the whole of Germany until 1990 although the government is continuous. Kind of like how we don't call either country Korea.

Only if we call the US pre-1840 "East United States".

That's very different. Everyone always knew it as USA, they just added to the territory of the country by annexing states. West Germany and East Germany were separate recognized entities

The USA and i.e. Texas were also seperat entities. And yet, Texas joining the US does not make the US a different country.

West Germany did control West Berlin from 1949-1990. That must count because France, UK, and USA count for controlling West Berlin from 1945-1949.
