For example didnt the USSR also make a request to join at the foundation at the Warsaw pact? Otherwise how did they get in, even as a founding member. Maybe you can write after it was originally founded or similar.
Second Turkey isnt usually consindered to be in the Caucasus, i think the standard Jetpunk practice for that is Armenia, Georgia, Azerbaijan and southern Russia only.

You are right about the Caucasus question, and I have changed it, though I don't want to reset the stats again after a few days. I'll release this change, along with a few more not too long into the future.
