Wikipedia gives Genoa a population of 594,733 in 2015, and Glasgow a population of 615,070 at the least (598,830 in 2011).

Zagreb's population (792,875) Zurich's Population (1,274,943). Zurich should be on this list instead of Zagreb, and Glasgow should be on this list instead of Genoa.

It says "population within city limits " and according to citymayors.com Glasgow (616,000) definitely does not beat Genoa (656,000) and neither does Zürich with a city population of 402,720 to Zagreb's 688,163 according to wikipedia (868,00 in Zagreb to Zürich's 313,000 according to citymayors.com )
