Even if you accept that Y is a vowel, the answers are still missing Ireland and the United Kingdom

But "Y" is NOT a vowel!- Hungary and Germany should definitely be here. The vowels, as I was taught them are:

A, E, I. O, and U.

Y is a vowel unless it starts the word, like Yak.
