Interstate Spurs by City

Name the city that corresponds to the Interstate Spur (3-digits), or the largest city on the Interstates course. If the Interstate does not pass through a city / suburb of at least 3,000, it will revert to the county it is in. If an Interstate travels through a suburban area with suburbs over 50,000 population, the answer will be the largest town it goes through. If the Interstate is a bypass (covers at least two sides of the city) but does not cross into the city limits, the answer will still be the city.
