Should have gotten Quebec City, but no idea about the smallest four.

You're missing Mississauga (should be 6th), Brampton (9th), and Surrey (12th). London is 15th, after Halifax, Kitchener is 22nd, and St. Catharine's (which you misspelled) is 36th.

In this case, it's the metropolitan area population, so Mississauga and Brampton are counted in with Toronto, and Surrey with Vancouver.
