Because the Gambia touches the Atlantic Ocean, it is not completely surrounded by Senegal. Nearly surrounded though.

If that were to be accepted, Monaco and Brunei would also have to be accepted, along with many others.

These countries are otherwise known as 'enclaved countries'. So perhaps that would be a better title.
