Nice quiz. I would consider accepting any of the larger Ruhr cities instead of just the denomination for the region.

As a german I can say that we don't consider the Ruhr as a city, it's an dense urban area that is made up of a lot of cities.

As other people in the comments said, the Ruhr is just a really densely populated area. You could put single cities agglomerations, like Cologne, Düsseldorf etc.

Cologne really isn't in the Ruhrgebiet, is it? And it looks like it's just a touch too dry to make it on this list on its own.
