Yes because they are subsidiaries of the main highways, e.g. I-105 comes from I-5

If you count the metropolitan areas then Atlanta is larger than both cities.The quiz didn't specify city proper or metropolitan area which is why I commented.

If it's city proper then I don't understand why Macon GA is on the list but not Atlanta which has much higher city population.
