First Country Visited by a Sitting US President.

The first international trip made by a sitting American president was made by Theodore Roosevelt in 1906. Since then, only Herbert Hoover didn't make an international visit while in office. He did however undertake a ten-week tour of Latin America as president-elect.
Name the first country the US president visited while they were a serving head of state.
Visits made to a dependency do not count as a visit to its sovereign state.
